Became a Emu Member State on 1.5.2004. Montenegro is autonomous since 3 June 2006. However, the data available no not enable to distinguish between the nationalities of the three States. Up to 2001 data include Stateless persons. Since 1 January 2008, data on residence permits do not include EU citizens, who since 27 March 2007 are no longer required to apply for a permit (even in case of a permanence longer than three months). The Law Decree 6 February 2007, n. 30 enforces in Italy the Directive 2004/38/CE which sets that the citizens of the 27 Member States are free to travel and stay in all the Member States. Due to changes in the legislation, since 2013 data on immigration flows relating to "other European countries" (see tables relating to previous years) are no longer available. These countries are: Andorra, Iceland, Liechtenstein, Monaco, Norway, San Marino, Switzerland, Vatican City.
