Factors cost

This concept is not included in ESA (European System of Accounts). For value added and production, it corresponds to the result of data at basic prices minus contributions to production.

Fallow

All arable land included in the crop rotation system, whether worked or not, but with no intention to produce a harvest for the duration of a crop year. The essential characteristic of fallow land is that it is left to recover, normally for the whole of a crop year.Fallow land may be:1. bare land bearing no crops at all;2. land with spontaneous natural growth, which may be used as feed or ploughed in;3. land sown exclusively for the production of green manure (green fallow).

Family allowance

Additional benefit receivable by self-employed workers for dependent persons, provided that total income does not exceed a maximum threshold.

Family worker

Is a person collaborating, without a regular contract, with a member of his own family, provided that the latter carries out a work activity on own account (e.g., wife helping husband that is a trader, son helping father that is a craftsman, etc.).

Faunal holdings

enterprises whose objective is the maintenance, the organisation and the improvement of the natural environment. In these holdings hunting is allowed according to the hunting calendar set by law.

Fertilisers

natural or synthetic substances, mineral or organic, which provide to cultivations one or more fertilising elements.

Fertility rate, standard

Weighted average of the specific fertility rates, by age. The weight is calculated according to the ratio of the female population (in a given age group) to the female population of fertile age.

Fertility rate, total

Sum of the specific fertility rates, calculated according to the ratio, for every fertile age (15-49), of the number of live births to the average female population. It represents, in a given year, the average number of children per woman.

Filiation

Represents the relation between son/daughter and the parents. According to the legislation: 1. legitimate filiation: in the case of parents tied by marriage; 2. natural filiation (former illegitimate filiation): in the case when parents are not tied by marriage, or in the case of dissolution or cancellation of the marriage. Natural filiation may either be recognised or not; 3. unknown filiation: then the parents are unknown.

Final customer (electricity)

Is the natural or legal person that purchases electricity only for its own consumption.

Financial account

In this account are recorded all monetary of financial operations trough which all sectors in the economy take in debts or grant credits. As a rule, data in this account represent the change in the value of assets and liabilities over the year, as concerns the value of assets and liabilities.The balance should correspond to that of the capital formation account. However, an adjustment between the balance of the financial account and that of the capital formation account is necessary.

Financial intermediation services indirectly measured (FISIM)

As well as charging customers directly for banking services financial intermediaries also provide services for which no explicit charges are made. The latter are known in national accounts as the financial intermediation services indirectly measured (FISIM). In the case of FISIM, service income is generated by paying or charging different rates of interest to borrowers and lenders. The intermediaries pay lower rates of interest than would otherwise be the case to those who lend them money, and charge higher rates of interest to those who borrow from them.

FOB (free on board)

The f.o.b. price (free on board price) of exports and imports of goods is the market value of the goods at the point of uniform valuation, (the customs frontier of the economy from which they are exported); it is equal to the c.i.f. price less the costs of transportation and insurance charges, between the customs frontier of the exporting (importing) country and that of the importing (exporting) country.

Footwear and leather goods

This group comprises: - all types of footwear, exception made for roller skates and ice skates; - leather belts, wallets, bags, suitcases, trunks, etc.

Foreign citizens

Citizens who do not have the Italian nationality, including stateless persons. Those persons who, besides the Italian one, have another nationality, are considered as Italian citizens. The census data do not cover foreign citizens employed in the Diplomatic Corps, in Consulates, in the Holy See, NATO officers lodging in bases in Italy.

Foreign students

All students with non-Italian citizenship are considered as foreign students. Students having to citizenships, of which one Italian, are included amongst the Italian students.

Forest

Land with tree crown cover (or equivalent stocking level) of at least 10-30% percent and area of more than 0.5 ha. The trees should be able to reach a minimum height of 2.5 m at maturity in situ.

Consists of forest land and unstocked forest land

Forest land

Forest land comprises the actual forests areas dominated by trees or shrubs capable of producing wood or other forest products. Minimum surface area is: 0.5 ha. Areas should be covered by forest trees for at least 50% measured as the vertical projection from the trees for a mature stand.

Franchise (INAIL)

Period of absence from work after an occupational accident, not longer than three days, during which INAIL does not pay any benefit to the employee.

Franchising

Collaboration, by means of a specific agreement, between two or more independent and autonomous enterprises. The franchisor allows the franchisee to use, under certain conditions and against payment, a trademark or a commercial service, and provides technical assistance and regular support services.

Free zones

The term "free zone" means a part of the territory of a State where any goods introduced are generally regarded, insofar as import duty and taxes are concerned, as being outside the customs territory and are not subject to the usual customs control (Kyoto Convention, annex F.1, definition (a)).

Freight (air transport)

Goods transported by air, including diplomatic suitcases and urgent parcels. On-board food supplies and passengers' and crew's luggage are excluded.

Frequency (electricity)

Number of oscillations per second. Is measured in Hertz (Hz)

Full-time equivalent (FTE)

An FTE may be thought of as one person-year. Thus, a person who normally spends 30% of his or her time on R&D and the rest on other activities (e.g. teaching, administration or student counselling) should be counted as 0.3 of an FTE. Similarly, if a full-time R&D worker is employed by an R&D unit for only 6 months, he or she is counted as 0.5 of an FTE.

Fungicides

Compounds used to protect crops from diseases caused by fungal pathogens. Fungal diseases threaten crops from the germination phase to harvest and also cause substantial damage to the harvest in storage.
